\bigg(-\dfrac{7}{9} \bigg)^{-8} \times \bigg(-\dfrac{7}{9} \bigg)^{-11} \times \bigg(-\dfrac{7}{9} \bigg)

=\bigg(-\dfrac{7}{9} \bigg)^{-8 - 11 + 1}

=\bigg(-\dfrac{7}{9} \bigg)^{-18}

=\bigg(-\dfrac{9}{7} \bigg)^{18}
