The posted image is very poor...I am doing what I understood the question to be.
 {( \frac{4}{5}) }^{2}  \times  {5}^{ - 4}  \times  {( \frac{2}{5} )}^{ - 2}  \div  { (\frac{5}{2}) }^{ - 3}

 =  \frac{ {4}^{2} }{ {5}^{2} }  \times  {5}^{ - 4}  \times  \frac{ {5}^{2} }{ {2}^{2} }  \times  \frac{ {5}^{3} }{ {2}^{3} }


 =  \frac{ {2}^{4} }{ {5}^{2} }  \times   \frac{1}{ {5}^{4} }  \times  \frac{ {5}^{2} }{ {2}^{2} }  \times  \frac{5 ^{3} }{ {2}^{3} }


 =  \frac{ {2}^{4} \times  {5}^{5}  }{ {5}^{6}  \times  {2}^{5} }
 \frac{1}{2  \times 5}
 =  \frac{1}{10}


 =  (\frac{1}{10} )^{1}
