( \frac{5}{2}  \times  \frac{ - 16}{5} ) - ( \frac{ - 35}{3}  \times  \frac{1}{7}  \times 21) \\  =  (\frac{5 \times - 16 }{2 \times 5} ) - ( \frac{ - 35 \times 1 \times 21}{3 \times 7} ) \\  = (  \frac{ - 16}{2} ) - ( \frac{ - 35 \times 3 \times 7}{3 \times 7}) \\  = ( - 8) - ( - 35) \\  =  - 8 + 35 \\  = 35 - 8 \\  = 27

Hence the answer is 27.
