the reason behind this is that only storage of neccessities is not going to do any benefit. These should be provided to the people who actually need them so that those people can fulfill their needs. Increasing grain production thus way is just going to be of no use and hence if not used will simply get degraded and acted upon by bacteria. So atleast an initiative should be taken to provide this to the poor and needy people and help them out.
many programs have already been started like grains are provided to the BPL in minimal possible cost
