Hydrogen's atom has +1 and chlorine's atom has -1 valency but hydrogen gas has two atoms and chlorine gas has also two atoms,so their chemical formula are denoted as H2 and Cl2. When H2 and Cl2 reacts together I.e. H2+Cl2=Hcl (imbalanced equation) To balance the equation so that H ions & CL ions must have equal valency on both sides of equation So H2+Cl2=2 HCl
