Just like the other answer, this isn't from a studied Urban Planning perspective, and just meant to add on to what's said below. But having lived in Singapore for 3 years, I would DEFINITELY call it a well planned city.
For a city with a large population and very limited space, both private and government authorities in-charge of building housing have realised that high-rise buildings are the only way to go. Not only are the buildings very tall, they're also interspersed with shorter buildings well so as to make the city look developed, and not a haphazard concrete jungle. Additionally, even with the space constraints, open green spaces haven't been compromised upon and several parks and reserves exist for public enjoyment at no or very minimal costs.
The transport system is EXCEPTIONAL. The Mass Rapid Transport (MRT) train system is highly connective, extremely punctual and very affordable. They are constantly expanding connectivity to cut transit times. The bus network is extensive and the connectivity is almost door to door by bus. This is quite rare, in India, as well as the West. In addition to that, all the transport systems are immaculately clean.
The roads are wide, and the traffic is well regulated. In a city where it rains almost all year, there are rain-free accesses to bus stops and train stations almost everywhere. So yes, overall the planning situation is very impressive in Singapore.
