Rational number could be present in several ways.

If we have to find out rational number between 4,8. We can easily state that 5,6,7 are the rational numbers.

If we are given to find out rational number between 5,6 . Then rational numbers are in decimals. Like 5.1,5.2,5.3 etc.

If we are given to find out rational number between fractions having same denominator like 2/3 and 4/3,just multiply it by 10 or 100 at both numerator and denominator.
= 2/3*10= 20/30 , 4/3*10=40/30
So, rational numbers must be 21/30,22/30,23/30,31/30, etc.

If fractions are given with different denominator just convert it into decimal and then find out the rational numbers.
