According to the rule of exponents, when the base is same, we have to add the roots to get the solution.

 {( - 2)}^{ - 3}  \times  {( - 2)}^{ - 4}  \\ = {( - 2)}^{ - 3 + ( - 4)}  \\  =  {( - 2)}^{ - 3 - 4}  \\  =  {( - 2)}^{ - 7}  \\  = \frac{1}{ {( - 2)}^{7} } \\  =  \frac{1}{ - 128}
