You are from Punjab, but you lived in HP from 18 or 19 years. But next year you are going to Punjab. Sorry to say but you cannot go with state quota in Punjab because for getting benefit of state quota you should have domicile of that particular from where you want to get state quota.

And you should have to stay there from 10 years so that you could get benefit of that state quota.
