The answer is False.
Sir John Shore was the successor to Lord Cornwallis. He became the Governor General of India in September 1792. However, he did not take up responsibility or official employment until Lord Cornwallis quit the following year in October 1793 and was in service till 1798.
Shore was more preoccupied with the reformation of the revenue system compared to making use of opportunities that he had to expand the British territory. He was known for following a policy of neutrality. The most important incident that took place during his time was the attack of the Marathas on the Nizam. When the latter requested for British help, Sir John Shore refused to grant it.
