The factory effluents are acidic in nature.If it is discharged directly into rivers it can lower the pH of the river and cause harm to aquatic life. Hence slaked lime is added to neutralize the acid and it won't be that much harmful to the rivers.

Slaked lime also known as calcium hydroxide is basic in nature so it is added to factory waste because factory waste contain of acid which is harmful for marine organism such as fish etc
If acid is mixed with a base then it becomes a neutral substance which is not harmful, so it will save the life of marine organism.
