THEY ARE SOLIDS BECAUSE EVERY INDIPENDENT PARTICLE OF SALT AND SUGAR HAVE A DEFINITE SHAPE WHICH COULDN'T BE CHANGED.

"Substances like salt and sugar they don't have fixed shape when stored in a container because of their crystalline form.
These substances usually have very tiny crystals which have a rigid structure and fix packed particles. Thus the crystals are actually solids and thus the salt and sugar as a whole of a number of such crystals are referred to as solids."
