For a given two surface, sliding friction is slightly lesser than that of the static friction because it is easy to move the object which already in motion than the object which is at rest.

sliding friction is less than static friction because during sliding, the contact point on surface do not get enough time to lock into new contact on another surface while when object is at rest irregularities fix tightly into one another and cause more friction . so sliding friction is less than static friction..
