sliding friction is slightly smaller than static friction because when object is stationery we need more energy to move it as it is being interlocked with surface but once it start moving it does not get much time to interlock hence friction becomes less.

Once an object start moving the irregularities on it do not get enough time to interlock into the irregularities of the surface on which it is moving thus the sliding surface is slightly smaller than the static friction a smaller force is required to keep the object moving

Sliding friction is less than static friction because in sliding friction irregularities don't take enough time to lock because it is already in motion but in static friction irregularities has already locked with each other.
