 \frac{ \frac{5x - 12}{20} }{ \frac{4 - 21x}{3} }  =   - \frac {3 }{20}

 \frac{(5x - 12)3}{20(4 - 21x)}  =  \frac{ - 3}{20}

60(5x - 12) =  - 60(4 - 12x)

5x - 12 =  - (4 + 21x)

5x - 12 =  - 4 + 12x

5x - 12x =  - 4 + 12

 - 16x = 8 \\ x =   - \frac{8}{16}  \\ x =   - \frac{1}{2}
