This is because a developing country needs to expand progressively.

The growth of the economy needs to be constant in order to combat unemployment and poverty.

Small scale business, on the other hand, are itself most of the time capital and labor intensive.

They need a lot of support to grow and hence are not suitable citizens for a developing nation.
