A person is strictly advised to not to smoke at a petrol pump. This is even a punishable offence in some parts of the world. The atmosphere at a petrol pump is highly inflammable. It is prohibited because most stations do not capture all the gas-vapour. That the explosive bit. Anyone that has lit a jug of gasoline on fire will tell you, the liquid is pretty hard to ignite accidentally. The vapour on the other hand is.

Generally you smoke via your human mouth which on a human is positioned a couple feet from your hands which are supposed to be on the pump. So you have toxic and flammable gas vapours coming up around you, and you want to allow a small igniter in it’s path? This is how your furnace works. And your furnace makes FIRE. In your case smoking, that would be a nice flame-ball to singe off your eyebrows and if you’re unlucky it will travel back into the source now as a flame and make a nice little fire ball inside your gas tank. Little fire ball inside an almost closed metal enclosure filled with lots of energy? That’s a bomb with a lit fuse waiting to go off. Every time you put fuel into your vehicle you are reloading the bomb. We just try to make sure the fuse never gets lit inside the tank as we siphon off a few drops at a time to make explode in the engine. This was also part of the anti-motor vehicle campaigns a century ago. And now it is back again, as it should be.
