As the oxidation state of a metal increases, its electronegativity increases and the and the bonds become increasingly covalent. This makes SnCl2 form a network of solid where the atoms are bonded to one another through a network of polar covalent bonds.Whereas, SnCl4 is molecular ad held together by weaker intermolecular forces called as London dispersion forces. Therefore they exist as liquids.
