Explanation:

Snow is formed high up in the atmosphere when the pollen or the dust particle comes in contact with the water vapor forming a snowflake. Snow, being created in the atmosphere does not guarantee that it would come down on the earth like snow, unless that freezing cold temperature is maintained through out.

When this snowflake comes into contact with a warm layer, then snow flake partially melts forming a sleet and when they  pass through another warm layer, the snowflakes would be melted completely and it would fall on the earth as freezing rain

Hence, the partially melted snow, after the first warm layer when passing through another warm layer would produce freezing rain on the surface of the earth.
