Well, in the climate which is hot or moderate like happens in the plains the snow does not form because the temperature and climate of the region does not allow the formation of the snow as there should be at least °C temperature for the formation of the snow . This does not happen in the mostly plains areas . While when you go to the mountains or go to polar region there is quite decrease in the temperature occur which result in the formation of snow which comes to earth by precipitation .
