Here 'it ' refers to the death of tree ...poet is saying that the jabbing of tree alone cannot kill the tree ...because the strength of tree is in it's roots ..it will not be exposed until it's roots are out of soil ....

The poet tries to convey that chopping the trees alone would not kill the tree as the trees still have the roots to grow back into a new tree and bear fruits and flowers again, similarly, the poet is saying that no matter how much you put a person down discouraging the person not to achieve or get to the dreams that one has, no matter how much the others are discouraging or discriminating ones dream to success they will never be accomplished in doing the same because the person who is seeing the dream has always dreamt until success therefore even if you discourage them they will not stop dreaming and working to achieve that dream because you can discourage them for the moment but not the dream they are seeing.
