so2 acts as oxidising and reducing agent but so3 only acts as oxidising agent

A reducing agent will reduce, and there by get further oxidised in a redox reaction. I'd SO3 acts as reducing agent, then sulphur in so3 should achieve an oxidation state heigher than what it has in SO3 (+6).

This means that 6 electrons have already been stripped from the valence shell from sulphur.
