Te being a higher membered P-block element, it cannot show higher oxidation states, i.e higher OS is unstable due to inert pair effect. Whereas S can do so because of being placed higher in the group. So SO₂ can Oxidise itself to SO₄²- hence behaving like a Reducing agent
