Soap forms precipitate as the hard water has calcium or magnesium salts. Thus it forms scum. Due to all these the dirt does not get dissolved but rather just stays so there is no use of washing. Thus we use detergents.

When soap reacts with hard water it forms a which sticky insoluble layer called scum, that reduces the cleansing effect of soap. This happens when the sodium or pottasium salts present in the water react with calicium or magnesium carbonates present in hard water. This is why soaps are not suitable to wash clothes, and detergents are used to wash clothes in the case of hard water.
