Sample A will have longer lengths of foam as it is normal water.
But, sample B is hard water, i.e., it has salts of elements like calcium, etc.. Thus, soap water will form scum in sample B.

In tap water u wikl see the soap will be easily soluble and forms bubbles..
Whereas in sample B ..the soap reacts with the calcium magnesium ions in hard water an forms a curdy scum..thus soap do not form lather.
