It is definitely a very interesting question to solve and do some brainstorming.

The answer is c) Rousseau

As per "The Social Contract" (1762) Rousseau was of the opinion that the laws can be a binding only when they are supported by the general will of the people. His famous ideology was, 'Man is born free, but he is everywhere in chains' challenged the traditional order of society. And he was very much right also, man even through is born free yet is always accompanied in a social structure of family, relatives, friends, business associates, etc. at every step of his/ her life.

The answer to this question is option c. Rousseau.

The Social Contract Theory has been propounded by several thinkers and philosophers, in several different ways.

However it was Jean-Jacques Rousseau's (1712-1778) Theory of Social Contract, published in 1762, that found most support amongst the leading thinkers and philosophers of the time. It discussed best ways to set up political communities when there is opposition from society.

According to his theory, binding laws come into force, only when there is support from the population.
