no they both are not same as social work means to do something which is provided by the government for the benefit of the community while voluntarism means to monitor some work assigned.

I think no, because social work is different to voluntarism, the working field of voluntarism is limited and volunteers are working under an organisation,but social work's field is unlimited,and it may or may not be working under any organisation.
