i think there is mistake in the question. I am taking the question as ionisation energy of chlorine is lower than sodium.
sodium atom has 7 electrons in valance shell and can accept 1 electron to complete it's octet thus doesn't tend to loose an electron and has higher ionisation energy. while chlorine has just 1 electron in Valence shell and need to loose 1 electron to become stable and thus loose 1 electron easily and has low ionisation energy.
