The reaction of sodium bicarbonate and acetic acid forms the salt sodium acetate, plus carbon dioxide gas and water;-

NaHCO3       +       CH3COOH          ——→       CH3COONa       + H2O + CO2

Because carbon dioxide is a gas, the mixture will foam as carbon dioxide is produced and the gas expands in volume.
