Graphite conducts in the solid state. In the case of any form of sodium chloride there are charged particles (the positive and negative ions). However, in solid NaCl the charged particles are locked in place in the crystal lattice and not able to move, and thus solid NaCl does not conduct electricity.

Sodium chloride in a solid state (i.e. table salt) cannot conduct electricity well because the ions in the substance ( N a + , C l − ) cannot move freely (they are immobile) albeit they can carry a charge, and thus electric charge cannot flow easily throughout sodium chloride.
