Ammonium hydroxide partially dissociates in the water to OH- ions and NH3 molecule is not stable in the water. That's why ammonium hydroxide is a weak base. NaOH completely dissociate in the water to give OH- ion and Na+ ion is stable in the water. Therefore NaOH is a strong base.
