The reasons is when a base comes in contact with a blue litmus paper, it doesn’t change the colour of the paper.

When a base comes in contact with a red litmus paper it turns the paper blue.

As Sodium Hydroxide is a base, it is not possible for the litmus paper to turn red from blue.
