Solid sodium carbonate doesn't conduct electricity why?

Sodium carbonate is a powder. It does not conduct electricity. But when dissolved in a liquid, say water, it becomes conductive because it is an ionic salt. ... Some salts can be melted at high temperatures and then, all by themselves, they become goodelectrical conductors.
