The main rule of electricity is the presence and flow of free electrons or even the mobile ions.

Here Solid Sodium Chloride won’t be able to conduct electricity because the electrons are tightly packed because of the inter molecular force that made the ions immobilize.

Whereas in the Liquid Sodium Chloride, the electrons are not tightly packed and have the lower force of inter molecular that make it ideal for the conduction of electricity.

In order to conduct electricity a substance must have charge particles, such as electrons and ions, that are free to move freely through it. ... However in the molten state, ions in ionic compounds are free to flow and therefore molten sodium chloride can conduct electricity.
