first make it in general form

2x-y= -14___ 1

7x-2y= 5___2

multiplying eq 1 by 2, we get,

4x-2y= - 28____3

subtracting eq 2 from 3,

4x-2y= -28 - 7x-2y=5

while doing subtraction the signs will change of eq 2

therefore

4x-2y= -28 -7x+2y=-5

-2y +2y will get cancelled
