Solution of situation some people treat stray animals very cruelty

if people treat animals cruely so they will be punished hardly and get whole life prisoned in jail.
if government built special natural parks for animals with special technologies in which no one can enter so no one can do cruelty on animals .
if people do this bad work again so give them a sharp punishment that they will remember that thing although there life such as - hit them for 5 days regularly in that way that they hit animals or say them to get out of our country or behave like them to him that he is an animal or be ignored till he died.
