No,Solutions are not always liquid because solution is a mixture of two homogenous substances.It may be liquid ,solid or gaseous.
Example: Solution of alcohol in water is a liquid. Air is a solution of different gas. Alloy is a solution which is in the form of solid.

Solutions are not always liquid
WHY IS IT SO?
We have learnt that solutions may be homogeneous or heterogeneous mixtures
in these type of mixture there might be solution consisting of solid and a gas mixture
