Answer :

 {9x}^{2} - {y}^{2} + 4y - 4 \\ \\ 9x {}^{2} - ( {y}^{2} - 4y + 4) \\ \\ using \: {a}^{2} - 2ab + {b}^{2} = (a { + b)}^{2} \: factorise \\ \\ 9 {x}^{2} - 2 \times y \times 2 + {2}^{2} \\ \\ 9x {}^{2} - (y - 2) {}^{2} \\ \\ factorise \: by \: using \: \\ {a}^{2} - {b}^{2} = (a - b)(a + b) \\ \\ we \: get

3 {}^{2} {x}^{2} - (y - 2) {}^{2} \\ \\ (3x {)}^{2} - (y - 2 {)}^{2} \\ \\ (3x - (y - 2))(3x + (y - 2)) \\ \\ (3x - y + 2)(3x + y - 2)
