SOLUTION

Follow my steps

We know that XP = XQ (Tengents of same circle)
also AP = AR (Tangents)
BQ = BR (Tangents)

Again
XP = XQ
XA + AP = XB + BQ
XA + AR = XB + BR

Hence Proved.
