${(x - a)}^{2} + {(y - b)}^{2} = {r}^{2}$
the above is the standard equation of the circle...
putting the values given in the question... we get the equation of the circle to be:-
${(x - 3)}^{2} + {(y - ( - 2))}^{2} = {5}^{2}$
${(x - 3)}^{2} + {(y + 2)}^{2} = {5}^{2}$
${x}^{2} - 2 \times 3 \times x + {3}^{2} + {y + 2 \times 2 \times y}^{2} + {2}^{2} = {5}^{2}$
${x}^{2} - 6x \ + 9 + {y}^{2} + 4y + 4 = 25$
${x}^{2} + {y}^{2} - 6x + 4y - 12 = 0$
therefore the above is the equation of circle...
