 {8}^{x}  - 1 =  {2}^{x}  + 3

 =  >   { ({2}^{3} )}^{x}  =  {2}^{x}  + 3 + 1

 =  >  {2}^{3x}  =  {2}^{x}  + 4

 =  >  {2}^{3x}  =  {2}^{x}  +  {2}^{2}

Now, when bases are same powers are added.

 =  > 3x = x + 2

 =  > 3x - x = 2

 =  > 2x = 2

 =  > x =  \frac{2}{2}

 =  > x = 1

Hence, this is the required answer
