3

 \bold{ {3}^{2m + 1}  \times  {3}^{3}  =  { - 3}^{12} } \\  \\  \\  \bold{ {3}^{2m + 1 + 3}  =  {3}^{12} } \:  \:  \:  \:  \:  \:  \:  \:  \: (  \: negative \: base \: with \: positive \: power \: is \: equal \: to \: its \: positive \: )

 \mathbf{ \underline{If  \: bases \:  are \:  same,   \: powers \:  are \:  equal , }}

2m + 1 + 3 = 12

=> 2m + 4 = 12

=> 2m = 12 - 4

=> 2m = 8

=> m = 8 ÷ 2

 \boxed{ \bold{ \: <br />=&gt; m = 4 }}

 \boxed{ \bold{ \underline{Value  \: of \:  m \:  is  \: 4}}}
