Solution:

x - 3y = 3 \\  \\ 3x - 9y = 2
Since here
 \frac{a1}{a2}  =  \frac{b1}{b2}  \\  \\  \frac{1}{3}  =  \frac{3}{9}  \\  \\  \frac{1}{3}  =  \frac{1}{3}
a1 ,a2, b1 and b2 are the coefficient of x and y in above equation.

Thus the pair of linear equations does not have any solution,or we can say that equations are inconsistent.
