 { \frac{5}{9} }^{ 4}  \times   { \frac{5}{9} }^{ - 10}  = { \frac{5}{9} }^{ - 4}  \times   { \frac{5}{9} }^{ 2a - 1}
 { \frac{5}{9} }^{  - 6} = { \frac{5}{9} }^{  - 5 + 2a}
Equating the exponents, as bases are same.
 - 6 =  - 5 + 2a
 \frac{ - 1}{2}  = a
