it does not work properly because the bulb with resistance 25ohm and the electric heater off resistance 1000ohm need different currents to work.

Explanation:

we know, in series, the current to all appliances is same but potential difference differs. and in parallel, the current is different but potential difference is same.

so, if we connect them in parallel, they work properly.
