can be written as
( \frac{2}{3} ) {}^{2}
hence
( \frac{4}{9} ) {}^{3}  \\  =( ( \frac{2}{3} ) {}^{2} ) {}^{3}  \\ \\   =  > ( \frac{2}{3} ) {}^{6}
Or we can write (2/3)^6 as
( \frac{3}{2} ) {}^{ - 6}
so the equation is
 (\frac{3}{2} ) {}^{6}  \times ( \frac{4}{9} ) {}^{3}  = ( \frac{1}{2} ) {}^{3x}
=
 (\frac{3}{2} ) {}^{6}  \times ( \frac{3}{2} ) {}^{ - 6}  = ( \frac{1}{2} ) {}^{3x}  \\  \\  = ( \frac{3}{2})  {}^{6 + ( - 6)}  = ( \frac{1}{2} ) {}^{3x}  \\  =  > ( \frac{3}{2} ) {}^{0}  =(  \frac{1}{2} ) {}^{3x}  \\  =  >  ( \frac{1}{2} ) {}^{3x}  = 1
now we know that any number raised to the power 0 is equal to one.
this means
3x = 0 \\  =  > x =  \frac{0}{3}  \\  =  > x = 0
