 \frac{ {10}^{n - 4} }{ {2}^{3} }  = 1250

 {10}^{n - 4}  =  {2}^{3} \times  {5}^{4} \times 2

 {10}^{n - 4}  =  {2}^{4}  \times  {5}^{4}

 {10}^{n - 4} =  {10}^{4}

n - 4 = 4

n = 8

So, The value of n is 8.
