Let the by which it should multiply be x

Then

3^(-7) * x =3¹

x=3¹/{3^(-7)

x=3^{1-(-7)}

x=3^(1+7)

x=3^(8)

The number by which it should multiply is 3^(8)

Verification,

3^(-7)*3^(8)

3^(-7+8)

3^(1)

=3

Hence the number which should be subtract is 3^(8)
