Applying R_{3}R_{3} - R_{2}

∆ =  \begin{vmatrix}1&2&3 \\ 4&2&6 \\ 3&3&3\end{vmatrix}

Applying R_{2}R_{2} - R_{3}

∆ =  \begin{vmatrix}1&2&3 \\ 1&2&3 \\ 3&3&3\end{vmatrix}

R_{1} and R_{2} are identical so the determinant is zero
