I would definitely encourage him to wear glasses by reasoning into his vulnerable point : his failure in class activities. I would say that the only reason of all his failure is his weak eyesight. He has to get well. It isn't his fault that he can't see the board and is unable to understand the class topics, properly. He isn't responsible for his failure in his class assignment. Yes, he isn't. So, I would say that if he wants to perform better, he can't do that with weak eyesight, thus, he must wear glasses.

Explain these stuff to him. 

After presenting these types of logic, you might succeed in convincing him to wear spectacles.
